1. Registration and Application Process
Q: Is it sufficient to register on the United Nations Partner Portal and fill out the NGO Profile/Program proposal (Attachment 1), or are there additional requirements? A:
Interested organizations must complete Attachment I: NGO Profile and Programme Proposal, addressing all listed questions, and submit their application by email or post, clearly marked “NGO Invitation for Proposals,” to the address below by 31st of January.

Registration on the United Nations Partner Portal is not required to participate in this Invitation for Proposals.
Q: In what format should the project proposal and budget be submitted? A: At this stage, there is no need to develop a detailed project budget. It is sufficient to provide a descriptive project proposal using Annex I (NGO Profile and Programme Proposal).
Q: Where and how should the application be sent? A: Applications should be sent via email to rfq.uzb@unfpa.org or by regular mail with the clear marking "Invitation to NGOs to submit proposals" to the following address:

2. Eligibility and Participation
Q: Is this initiative open only to local NGOs, or can International NGOs (INGOs) with headquarters outside Uzbekistan apply? A: All NGOs registered in the Republic of Uzbekistan are eligible to submit proposals for the implementation of the UNFPA Country Programme for 2026–2030. International non-governmental organizations (INGOs) are eligible to participate in this invitation for proposals.
Q: Can an NGO project expect to receive contraceptive resources from UNFPA? A: All aspects of contraceptive resource management—such as ordering, distribution, and distribution channels—are overseen by the Ministry of Health of the Republic of Uzbekistan.
3. Selection and Funding
Q: Does selection guarantee immediate funding? A: Selected NGOs will be included in the UNFPA Uzbekistan Country Office NGO Roster. Inclusion in the roster does not necessarily imply immediate funding; partnerships will be activated as needed based on approved annual work plans.
Q: Are there minimum or maximum grant/project amounts? A: Specific funding amounts, sources, and timelines will be determined individually for each partnership at the agreement-signing stage.
Q: Are administrative or operational "support costs" allowed in the projects? A: The budget breakdown, including various cost categories, will be agreed upon with each individual partner during the agreement finalization stage, following UNFPA programming principles.
4. Evaluation and Timeline
Q: How will applications be evaluated? A: Applications will be reviewed by an evaluation committee to identify organizations with the necessary knowledge, skills, and capacity to achieve results, using the criteria set out in Section 3.2 of Annex I.
Q: How long is the planned cooperation? A: The roster is intended for the implementation of the UNFPA Country Programme for the period of 2026–2030.
