Organizational Setting

The Position:

The Digitalization and Innovation Associate would be closely working with the country office programme and operations teams in assisting the digital transformation of the UNFPA office and the country programme 5 (2021-2025).  Under the supervision of the programme management and coordination associate, you are part of the programme support team who provides integrated programme and operations support to improve the efficiency and effectiveness of the UNFPA country programme as well as the office management by mainstreaming technology and innovation.

Job Purpose:

Under the direct supervision of the Programme Associate, Management and Coordination Support, you are a part of the country office programme support team which provides integrated support to the delivery of the country programme 5 results.   You will support the development and implementation of the country programme 5 innovation strategy, and function as the Innovation focal point for the country office. 

In close collaboration with the programme team and the operations team, you will assist in the digital transformation so that innovation and technology become significant components of UNFPA programmes for delivering better, faster, and more impactful results. You will facilitate the introduction and implementation of relevant state-of-art technologies, ideas, and open solutions that produce programme efficiencies, accelerate the achievement of transformative results in the lives of women, girls, adolescents, and youth.

You will also support the management of the organization's resources, assisting in implementing ICT standards and applications, managing data, information, and workflow. You will provide ICT and administrative support services and daily technical support to CO staff.

Main Tasks & Responsibilities

 

You would be responsible for:

 Innovation and digitization

  • Assist in the development of the country office innovation strategy to strengthen the efficiency and effectiveness of the Country Programme.
  • Assist the implementation of the innovation strategy in the country programme component, especially around digitization and using new technology to advance three transformation goals of UNFPA, such as Logistics Management Information Systems, telemedicine for sexual reproductive health, GBV hotline, etc.
  • Assist in the data-driven programme plans and implementation, especially in delivering ICT support to researches and studies, as well as the ICT component of the preparation of population and housing census.
  • Assist the office in developing and nurturing partnerships and network with local innovators, youth organizations, NGOs, civil society, the private sector, local media, academia, and UN agencies to build and provide a space to nurture and test new and innovative ideas, develop the next generation of thought leaders and build local capacity.
  • Support programme team to advise partners on suitable solutions using a variety of information media, mobile phone applications, web-based systems, and other digital solutions. Promote linkages with data service providers to obtain cost-effective options.
  • Monitor latest trends and developments in the knowledge and innovation area and seek opportunities for UNFPA’s involvement in innovative initiatives.
  • Promote innovation learning through building capacity of UNFPA staff, partners, government counterparts, and other end-users of innovative products and processes.
  • Provide on-going technical support to programme and communication colleagues including state offices to support mainstreaming innovation and technology as a core strategy.
  • In coordination with the M&E and Knowledge Management unit, document tested innovation projects and processes and ensure effective sharing in the Country Office as well as with UNFPA’s regional and global networks.
  • Support the digitization of the office management policies and processes and the reduction of the environmental footprint by introducing, testing, and implementing digital and green solutions.

ICT support

  • Supporting the implementation of ICT management systems and strategies; complying with corporate information technology standards for the CO, supporting the use of Enterprise Resource Planning systems for improved business results and improved client services.
  • Ensuring effective functioning of CO hardware and software packages; performing technical functions, including assisting with the installation and repair of commercial and in-house hardware and software applications; assisting with routine repairs, application management, maintaining supplies inventory; monitoring of server traffic and performance; provision of support in backing up and restoring files, and virus prevention;
  • Ensuring ICT security through restriction of administrative rights to prevent the loading of unauthorized software; ensuring that desktop, laptop, and server passwords and related policies are in line with established corporate standards;
  • Supporting networks administration, including the establishment of offsite backup, back up logs, and restoration procedures; trouble-shooting network problems and responding to user needs regarding network access;
  • Providing administrative support by managing software, hardware, and parts, including the maintenance of an up-to-date inventory; maintaining CO databases and providing orientation and coaching to staff; maintaining a library of ICT related reference materials; preparation of statistical reports as required.
  • Coordination with Operations/Procurement colleagues in the specification and procurement of technology-related products.
  • Procurement focal point. Lead procurement of technology-related products in terms of technical specification elaboration, endorsement with ITSO, and evaluation of technical bids.
  • Directory focal point. Initialize regular checks of CO directory profiles for completeness and ensure regular update of global directory information of each profile by users.
  • Security focal point. Act as alternate security focal point for UNFPA Uzbekistan CO.

Qualifications and Experience

 

Education: 

Completion of secondary school education is required. University Degree in Computer Science and/or, information and communication technology is desirable.  An advanced degree in Computer Science and/or, information and communication technology is a plus. 

Knowledge and Experience:

  • 6 years of relevant working experience, including network administration, support in the management of hardware and software platforms, telecommunications facilities, knowledge of computer programming, database/data mining/data management, network engineering, software engineering, web development.
  • Good knowledge of PC/LAN operating systems, Microsoft Windows, APPs (IOS/Android), corporate ICT security and viral protection systems, ERP;
  • Some experience in client support, such as a Help Desk or User Support Unit.
  • Project management skill and experiences in co-creation are assets

Languages:

Fluency in English; Russian and Uzbek.

Compensation and Benefits
