The Position:

The Security Guard will be working in the UN Building II and will be directly supervised by the UNFPA Senior Security Guard. The Security Guard will be performing a variety of tasks while ensuring Safe and Secure environment for UN House personnel and assets.

Job Purpose:

This position is located in the UN Building II, Security Unit consisting of 7 (seven) Security Guards. Security Guard duties are performed in rotating shifts which are covering posts on 24/7 basis.

Under the guidance and supervision of the Senior Security Guard, the Security Guard provides reliable security services ensuring protection of UN House personnel and premises. The Security Guard demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds, surveillance skills on video cameras, efficient response to incidents.

You would be responsible for:

 

Under the direct supervision of Senior Security Guard, the incumbent must perform the following duties:

  • Ensure the continuity of 24 hour guarding service for the UN Building II office and UN Agencies.
  • Strictly follow the rules and instructions set up by Office of Security Advisor (SA)/ UNDSS.
  • Carry out the functional duties related to the provision of physical security, and access control outline in these instructions and knows specific security provisions related to the agency office to which he is posted.
  • Protect information related to agency offices and staff members. Report immediately any attempts to obtain such information to the Radio Control Room under the Office of SA and to the Senior Security Guard.
  • Act according to the instructions and rules in cases of fire or other common emergencies and is ready to provide first aid.
  • Act to mitigate and defuse any emergencies that occur in the office, or its immediate vicinity. Report all actions taken to Radio Control Room under the Office of SA and Senior Security Guard.
  • Coordinate with all law enforcement officers who provide security for the external perimeter of the office within the limits of competence.
  • Conduct a thorough handover of all security equipment and logbooks at the beginning and end of every shift, in order to provide the continuity of 24 hour guarding service.
  • Routinely inspect the condition of all security doors, grills, and windows as well as general condition of the building and office perimeter. Reports any damage to the Senior Security Guard and Security Focal Point.
  • Maintain all post documentation in the prescribed manner. All entries must be clear and complete. Record all security incidents and other significant events that take place during the shift. Record all communications with residential security posts.
  • Prevent, and if possible detain any suspicious person that attempts to gain unauthorized access to the office. Such persons should be turned over to the militia.
  • Patrol all office grounds. Periodically inspect the external perimeter of the office. Monitor the immediate surrounding at all times.
  • Handover room keys to the authorized staff members upon request and car keys to the office drivers and maintain record of the transactions in the proper logbook.
  • Follow established procedures for removing valuable office items and equipment from the premises.
  • Report all suspicious activities to the Radio Control Room and to the Senior Security Guard and request assistance as appropriate.
  • Search all incoming vehicles for explosives, unauthorized persons and contraband before giving them access to the office grounds. Vehicles not belonging to the office should be given access only with the express authorization of agency management. Record all such cases, to include the times, vehicle details, and driver identification in the proper logbook.
  • Search all outgoing vehicles to ensure no UN property is being taken out of the premises with out authorization from the administration
  • Ensure the visitor access procedures are in accordance with instructions. Prevents visitors not working for the agency from wandering freely through the office.
  • Ensure the rules regarding the individuals involved in repairs and maintenance of the building. Accompany workers, in the absence of the building custodians and remain with them until they finish their work.
  • The duty schedule for the Security Guard is compiled by the Senior Security Guard in consultation with the Security Focal Point.
  • In emergency situations follow all instructions from the Designated Official for Security, the SA.
  • Report all incidents to the Senior Security Guard.
  • Participate in all trainings and seminars organized by Security Advisor or Local Security Advisor (LSA).
  • Must be very polite to all UN Agency staff members and visitors.
  • Perform other duties as required.

Qualifications and Experience:

Education:

  • Secondary education, or police or military background.

Knowledge and Experience:

  • A minimum of 1 (one) year of professional experience in providing security services.
  • Proven work experience as a Security Guard in an international organization or Embassy is an asset.
  • Previous work experience with: Video Surveillance equipment, Technical protection equipment, Radio and other Telecommunication Equipment is an asset.
  • Relevant training and professional accreditation in areas such as field security and information security, first-aid training or any other medical support related training is considered an asset.
  • Good interpersonal and communication skills and ability to work in team and in multicultural environment.
  • Knowledge of Windows and MS Office applications.

Languages:

  • Proficiency in Uzbek and Russian, basic knowledge of English.
