Purpose of consultancy:
The United Nations Population Fund (UNFPA) is the lead United Nations agency for ensuring the sexual and reproductive health rights and choices for all. The work of UNFPA is based on the premise that all human beings are entitled to equal rights and protections. UNFPA focuses on women and young people because these are groups whose ability to exercise their right to sexual and reproductive health is often compromised. UNFPA’s aspiration is to contribute to achieving the following transformative and people-centred goals by 2030:
- end unmet need for family planning,
- end maternal death, and
- end violence and harmful practices against women and girls.
The United Nations Population Fund (UNFPA) Office produces communication products (research, publications, strategies, reports, etc.) in the area of maternal health, reproductive health and rights, gender equality, gender-based violence, etc. These materials need to be developed and appropriately disseminated to a range of target audiences in order to:
● awareness of the target audience about these issues and their solutions;
● generate demand for family planning services, and modern contraception;
Under the direct supervision of the Communications and Advocacy Programme Associate and in close coordination with the programme team the consultant will help with the development and dissemination of materials, monitor media on how these issues are covered and feedback on UNFPA communication is generated.

Scope of work:
The consultant will be responsible for:
- Producing news items, stories, case studies to be published on regional and national news outlets, including newspapers, online news agencies;
- Conducting interviews with project beneficiaries and collecting human-interest stories;
- Preparing short social media posts based on news items;
- Producing press releases before the events;
- Helping with dissemination of press releases, news items and stories in media, including social media.
- Assisting in updating the country office’s online communication channels, including the country office’s website as well as social media platforms;
- Developing newsletters (for CO and programmes) and other visual materials
- Monitoring press coverage of UNFPA work and ICPD issues and contributes press clippings to the weekly regional media monitoring report;
- Reviewing all communication materials that UNFPA produced over the past 5-7 years and develop recommendations on how to disseminate these materials across different platforms (such materials include UNFPA-developed videos, podcasts, surveys, leaflets, brochures etc.)
- Provide support for media screening for possible integration of UNFPA topics into the existing agenda and support in preparing and discussing questions and answers with UNFPA staff on sensitive topics
- Other activities related to communication and advocacy within the mandate of UNFPA .
Duration and working schedule:
The consultant’s contract period is for 8 months.
Expected start of the consultancy – 1 May 2024 till 31 December 2024.
Place where services are to be delivered:
Tashkent with possible travel to project sites
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultant provides a monthly report on the 20th of each month on the work done in word format and links to materials and also screenshots from posts on social networks indicating the number of the audience reached.
Deliverables for each month: press-release, based on the quantity of events (at least 2), 2 stories on the project activities, 2 human-interest story and 10 short posts for social media, updating of the CO webpage jointly with Programme staff, developing newsletters and other visual materials, monthly reports
Monthly payment in the amount of 1200 USD.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
UNFPA Programme Associate on Advocacy and Communication will directly supervise activities related to the consultancy.
Supervisory arrangements:
Communications and Advocacy Programme Associate will directly supervise activities related to the assignment.
The individual consultant will also closely work with the UN RCO communication officer to disseminate news in the wider UN network.
Required expertise, qualifications and competencies, including language requirements:
- Bachelor degree in journalism, social science and/or other related fields, degree in these fields will be an asset;
- At least 5 years of professional experience, in the field of journalism;
- Proven ability of write creatively;
- Existing portfolio of stories;
- Excellent interpersonal skills and ability to communicate to prevent and mitigate tensions;
- Excellent command of the Uzbek and any other local language, good command of English is an asset;
- Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principle;
- Ability to work independently as well as part of a team.
- Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:In case of travel UNFPA will cover travel and DSAs.
Other relevant information or special conditions, if any:
The payment will be disbursed upon submission of the monthly report.
In case the report is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full. СОА will be prorated between programs
