Hiring Office:

UNFPA Uzbekistan 

Purpose of consultancy:

In view of necessity of additional support in the CO in view of increased workload on support staff due to the start of implementation of VISION2030 project, absence of UNV assistant, the CO decided to hire one local consultant (Assistant) for the following purposes: 

Provide required administrative and logistic assistance for activities under the programme including:  1) assistance in arranging office and programme events, including assistance to programme staff in development specifications for the events/request for quotations to LTA holders, compiling comparative tables, finalizing orders/contracts with suppliers; 

communication with suppliers (if needed) on delivery, quality etc. 2) logistic support for various meetings/ event, when required, including registration of participants, writing minutes, etc). 3) Provide admin support for arranging travel, including support in itinerary and TA development if requested.

Scope of work:

 

(Description of services, activities, or outputs)

In particular, the national consultant will be specifically responsible for: 

Provide logistical assistance in organizing events and activities under the program/for the office, including trainings, meetings, and other events in Uzbekistan. 

Provide required technical assistance in procurement, in particular event and management services: 

Contribution to development of specifications for conducting different programme activities  (event management services) and request for quotation to LTA Holders 

Collecting commercial offers from supplies and drafting comparative tables. 

Finalizing orders/contracts with suppliers, communication with suppliers on implementation (if needed) on delivery, quality etc

Provide support in arranging travels of local staff and consultants if necessary, logistic support for various meetings/events, including registration, minutes writing etc, 

Provide any other assistance related to the programme implementation;

 

Duration and working schedule:

The consultant’s contract period would be for 6 months from February – July 2024, 120 w.d. in total (20 w.d. per months), at the rates established by the CO. Considering the assignment as well as the vacancy requirements (Bachelor's degree, 5 years of relevant experience), the candidate will be qualified as Specialized process support (GS-5). 

 

 The consultant will be working home-based/ UNFPA CO based, following CO procedures and arrangements and as per the decision of management. 

Expected to start the consultancy is February 2024. 

Deliverables

Monthly reports specifying services provided and listing evidence/deliverables (Requests for quotations, comparative tables, lists of events/items/participants, etc.) developed or contributed to by the consultant – must be provided in the first week of the month for each preceding period. 

 

Place where services are to be delivered:

Tashkent (home-based) 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

All activities should be delivered by the deadlines identified by UNFPA with respective national partners. 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Consultant should submit monthly progress reports by e-mail. Monthly progress report of the consultant reviewed and endorsed by UNFPA Programme Associate, Programme management and coordination support

 

Supervisory arrangements: 

UNFPA Programme Associate, Programme management and coordination support will directly supervise activities related to the consultancy.

Expected travel:

The assignment may involve travels outside Tashkent to the other regions of Uzbekistan; 

Required expertise, qualifications and competencies, including language requirements:

Bachelor Degree in administration, finance or social science field or any related area;

At least 5 years of professional experience in project/programme support organizational and financial support, experience in an international organization is an asset;

Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principles;

Excellent writing and communication skills;

Excellent knowledge of the Russian, Uzbek and English languages, spoken and written. 

Ability to work independently as well as part of a team; 

Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA CO will provide the national consultant with all available documents in relation to this consultancy. 

The consultant will be home based / UNFPA office based, depending on the decision of management and CO arrangements. 

Other relevant information or special conditions, if any:

Payment will be disbursed on a monthly basis upon submission of monthly progress reports and acceptance of services by the UNFPA that the services have been satisfactorily performed. 

 

In case the deliverable is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full. No interim payments will be executed.
