Purpose of consultancy:Within the framework of the United Nations Sustainable Development Cooperation Framework 2021-2025 and UNFPA 2021-2025 CPD output “Gender equality and women’s empowerment” as well as in accordance with the UZB05GBV Work Plan, a National consultant will be hired to lead the implementation of activities in Gender component area through substantive analysis and assessment of political, social and economic trends and contribution to project formulation and evaluation, joint programming initiatives and delivering key results indicated in the gender component.

Scope of work:

In particular, the National consultant will be responsible for:

 

Supporting the advocacy and resource mobilization efforts of the CO in gender area, by ensuring preparation of relevant documentation, i.e. project proposals/concept notes, donor profiles, and participating in related meetings, establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient potential project idea/proposal.

Facilitate implementation of the Gender component activities under core resources as well as within ongoing donor projects through programme support and operations support in close collaboration with the operations and communications team and coordinating the work of the national experts (including drafting the Terms of Reference and Selection notes) and facilitate coordination with the government partners, relevant CSOs in delivering the outputs.

Facilitate and coordinate proper monitoring of the Gender programme activities along with systematic assessment of the results, participating in the filed monitoring missions, review meetings and evaluation meetings/missions and contribute to respective reporting (both narrative and financial parts) as well as progress reports and recommend follow-up actions on recommendations.

Contribute to the planning, implementation and reporting on UNFPA activities/results in UN Sustainable Development Cooperation Framework Results, Thematic and Support groups; Quarterly programme reporting; quarterly programme review meetings.

Contribute to implementing office knowledge management strategy and supporting training needs of staff through sharing lessons learned and best practices within GEWE/GBV prevention areas.

 

Duration and working schedule:

The consultant’s contract period would be for 6 months: 

Consultant will be paid for 132 working days (22 w.d. per 1 month) at Junior Specialist/NoA level based on the rates established by UNFPA Uzbekistan; The consultant will be paid on a monthly basis upon submission of the monthly progress reports.

Expected start of the consultancy is March 2024.

Ownership of outputs: UNFPA

All deliverables should be drafted in Russian/Uzbek/English (as appropriate and in consultation with the UNFPA National Programme Specialist on Gender and Social norm change). 

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Activities and progress will be monitored through regular contact with UNFPA National Programme Specialist on Gender and Social norm change.

Consultant should submit monthly progress reports by e-mail. 

 

Supervisory arrangements: 

UNFPA National Programme Specialist on Gender and Social norm change will directly supervise activities related to the consultancy.

 

Expected travel:

Home based with possible travel to the regions.

 

Required expertise, qualifications and competencies, including language requirements:

Bachelor degree in economics/management or other related social science field; Master Degree in relevant area is an asset.

At least 6 years of professional experience, preferably in in the field of development; project management;

Excellent analytical, communication, and writing skills including experience in drafting reports and technical guidelines;

Experience in liaising with different counterparts, facilitating consultations, meetings and workshops.

Excellent Computer skills: MS Word, Excel, Power Point, and database software;

Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principle;

Excellent knowledge of the English/Russian/Uzbek languages, spoken and written. 

Ability to work independently as well as part of a team; 

Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.

 

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA CO will provide the consultant with all available documents in relation to this consultancy.

The CO will also provide a space at the CO premises and computer equipment.

 

Other relevant information or special conditions, if any:

Payment will be disbursed on a monthly basis upon submission of the deliverables and acceptance of services by the UNFPA that the services have been satisfactorily performed. 

 

In case the deliverable is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full.
