Job Description

Purpose of consultancy:The joint UNFPA and FAO project “Shared prosperity through cooperation in border regions of Kyrgyzstan and Uzbekistan” is being implemented within the UNPBF funding since 2022. The project is aimed at enhancing cross-border environmental and socio-economic cooperation between Uzbekistan and Kyrgyzstan and building confidence and trust between local governments, communities and CSOs through the empowerment of women and youth, as important peacebuilding agents, as well as the establishment of common platforms and networks to foster positive social, cultural and economic exchange between communities on both sides of the border.The project is scheduled to end on 16 June 2024.UNFPA CO in Uzbekistan will hire a local consultant to evaluate until the end of the project the sustainability of Self-Help Groups (SHGs) established by the project in  target areas.

Scope of work:

The local consultant will be responsible to:

Coordinate and facilitate discussions with the SHG members to ensure that SHGs take ownership and responsibility for the equipment provided by the project in compliance with UN rules and requirements.

Ensure that SHGs designate facilities (rooms) accessible and actively used by each member of SHG for the purposes of SHG i.e. joint income earning activities.

Assist and guide SHGs members in completing the necessary procedures to register as self-employed individuals, ensuring compliance with relevant national regulations.

Organize and conduct a working meeting with representatives of local government authorities on the theme: "Enhancing Communication Skills, Mediation, and Negotiation Techniques Using Gender-Sensitive Approaches in the Context of Cross-Border Relations."

Provide support and assistance in the implementation of the Endline survey, including coordination with relevant stakeholders, data collection, and analysis.

Facilitate the active involvement of project participants in preparations for and participation in the Project Closing Ceremony, ensuring representation and recognition of their contributions.

Any other tasks related to the effective completion and closure of the project.

 

Duration and working schedule:

The consultant’s contract period is for 4 months (March – June 2024):

Consultant will be paid for 46 working days (NoB Specialist level) based on the rates established by UNFPA

Uzbekistan;

Expected to start the consultancy in March, 2024.

Place where services are to be delivered:

Fergana region, Tashkent, Uzbekistan

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

Deliverables / ResultsDeadline 

Deliverable 1.  A report with information on how the ownership and responsibility for the equipment provided by the project was SHGs and documented.March-April, 2024

Deliverable 2. At least one training conducted for local governments on gender-responsive approaches applied in local planning for peacebuilding.April, 2024

Deliverable 3. A report on the support provided to the Endline survey.May, 2024

Deliverable 4. Closing ceremony organized.June, 2024

 

All deliverables should be drafted in Russian/ or Uzbek.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:Activities and progress will be monitored through regular contact with consultants, responsible authorities from the Gender Commission under the Senate and the Committee on Family and Women Affairs. Consultant should submit a monthly progress report by email. 

Supervisory arrangements: 

National Programme Analyst on Gender Issues in close cooperation with UNFPA Assistant Representative will directly supervise activities related to the consultancy.

 

Expected travel:

Home based with possible travel within the home country. Appropriate DSA and terminal expenses will be paid for the Consultant who may travel within this consultancy based on UNFPA Uzbekistan guidelines.

 

Required expertise, qualifications and competencies, including language requirements:

Degree in psycho-social area, gender and/or other related social science field;

At least 5 years of professional experience, preferably in in the field of design, monitoring and evaluation of development projects, field work;

Excellent analytical, communication, and writing skills;

Experience in liaising with different counterparts, facilitating consultations, meetings and workshops.

Excellent Computer skills: MS Word, Excel, Power Point, and database software;

Understanding and respect of the mission and core values of UNFPA and active upholding of United Nations guiding principle;

Excellent knowledge of the Russian/Uzbek language, spoken and written. 

Ability to work independently as well as part of a team; 

Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds.

Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable:

UNFPA CO will provide the consultant with all available documents in relation to this consultancy.

The CO will also provide necessary additional logistical support in terms of arranging meetings, when it is necessary. Use of office space and computer equipment may be provided if needed.

 

Other relevant information or special conditions, if any:

The payment will be provided in 1 installment upon successful delivery of the results and upon submission of final reports for each deliverable upon incorporating feedback and acceptance of services by the UNFPA Uzbekistan staff.

 

In case the deliverable is deemed to have been completed to a standard that does not fully satisfy UNFPA performance criteria, the Fund reserves the right to withhold the payment in part or in full. No interim payments will be executed.
