The Position:

The Logistics Clerk/Driver position is located in the UNFPA Uzbekistan country office. As a country office staff member, s/he will provide support with the logistical operation and programme implementation and ensure timely, safe and reliable transportation of the staff of the UNFPA country office.

The Logistics Clerk/Driver will report to the HR and Administrative Associate and Programme Associate.

Job Purpose:

The Logistics Clerk/Driver will provide the day-to-day logistical support and reliable and safe driving services to the country office including during the field monitoring missions to the programme designated areas, as deemed necessary by the programme needs.

The Logistics Clerk/Driver will ensure the highest standards of discretion and integrity, a sense of responsibility, and excellent knowledge of protocol and security issues. The Logistics Clerk/Driver will work closely with programme staff to provide logistical support to the effective management of UNFPA programme supplies and other types of goods procured by UNFPA.

You would be responsible for:

Logistic/clerk

● Ensure logistical support by delivery/collection and loading/unloading of printed materials, banners, letters, documents and other items related to the programme.

● Assist office staff in maintaining office storage/warehouse as well as conduct receiving, and dispatching of UNFPA programme supplies.

● Assist office logistics focal point with customs clearance, import permissions and certification for UNFPA programme supplies.

● Provision of clerical assistance to the Administration Unit for registry-related and administrative work.

● Assist in the mailing and distribution of newsletters and publications.

● Provide support services related to carrying visibility materials (banners, posters, etc.) as required.

● Deliver security warden focal point function and conduct regular radio checks with UNDSS.

● Act as a focal point for timely receiving monthly bills for fuel consumption, ensure timely submission to Finance Associate for further processing

● Alternate CO RFQ/BID focal point responsible for receiving, security email and communication with suppliers, registering and opening of BIDs. Ensuring timely submission of duly signed quotation received forms for further process of the bid evaluation.

● Dealing with procurements under the shopping method (for vehicle, and office needs for a small amount), sourcing solicitation documents, floating the bidding process and finalizing procurement cases for goods and services, such as tires, vehicle spare parts, catering services for the meetings etc.

● Assist CO in obtaining visa issues and communication with the MoFA visa unit.

Driver:

● Ensure transportation for the programme staff and other designated visitors at programme sites in agreement with project managers, as deemed necessary by the programme needs.

● Keep abreast of traffic, road, security, and safety awareness to enable safe and on-time arrival for meetings.

● Ensure cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs and provision of inputs to preparation of the vehicle maintenance plans and reports.

● Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs (if any), arrangements for major repairs, timely changes of oil, check of tires, brakes and water levels, car washing, etc. so that the vehicle is kept clean and in good running condition at all times.

● Ensure proper use of vehicle maintenance plans and assistance in preparing vehicle history reports.

● Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle.

● Keep track of insurance and other tax formalities.

● Ensure that the steps required by rules and regulations are taken in case of involvement in an accident.

● Ensure that security clearances are granted for all travelling staff members before the start of the mission.

● Monthly preparation and ensure timely submission of vehicle reports on fuel consumption for UNFPA CO vehicles.

● Perform other tasks related to logistics and transportation as assigned by the Representative.

Professional requirements

Qualifications and Experience

Education: Completed secondary level education and/or vocational basic or any other education.

Knowledge and Experience:

● Valid driver's license (obtained for more than 5 years)

● Three years' work experience as a driver in an international organization, embassy, or UN system with a safe driving record.

● Knowledge of driving rules and regulations, chauffeur protocol and courtesies, and local roads and conditions.

● Knowledge of logistic operation skills.

Knowledge of UN rules and procedures will be an asset.

● Skills in minor vehicle repairs

● Additional qualifications, such as completed training in Field Safety and Security and First Aid will be a strong asset.

● Ability to work methodically and meet deadlines.

● Ability to demonstrate a client-oriented approach, courtesy, confidentiality, tact and ability to work with people of different national and cultural backgrounds.

● Basic knowledge of the office software applications (MS Word/Excel)

● Knowledge of Quantum or other ERP systems is an asset.

Languages: Knowledge of English, Uzbek and Russian is required
