The Position:
The Programme Associate is located in Uzbekistan Country Office (CO). Reporting to the Assistant Representative and in close coordination with the operations team, you will lead the programme support team to ensure effective and efficient delivery of the fifth country programme results.

Job Purpose:
The Programme Associate will lead a team of Programme Associates and Programme Assistants to provide a coordinated programme and operational support to the design, planning and management of UNFPA’s fifth country programme (2021-2025). S/he enforces UNFPA programme policies and procedures, collects and processes information and data, prepares reports and knowledge products, assists in monitoring and evaluation and provides logistics and administrative support. The Programme Associate applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and gender issues.
You will lead and coordinate the work of a team of Programme Associates and Programme Assistants to:
- Contribute to the identification and formulation of the country programme and component projects by compiling and analysing information on: Sexual, reproductive health and rights; Population Dynamics; Youth; and Gender, and draft project documents and work plans and prepare tables with statistical data.
- Coordinate effective and efficient programme and operations support in close collaboration with the operations team, including task assignment and oversight.
- Assist the management in overall coordination of the programme, including organizing programme meetings, following up actions, preparing and enforcing budget plans, analysing financial data and generating reports and dashboards.
- Provide overall management support to enforce programme policy and procedures by managing centrally established management programme control systems and tools, the Quantum and QuantumPlus and establishing country tailored mechanisms and tools where applicable.
- Assist in creating a results-based management culture in the programme team, through facilitating knowledge sharing, developing and implementing monitoring and evaluation plans and assisting research and studies.
- Assist in identification and management of implementing partners in close collaboration with the operations team, including capacity building on UNFPA policy and procedures in the area of national execution, preparing and conducting joint spot checks, and coordinating NEX audits and follow-ups.
- Support in monitoring of project and programme activities, establishing and implementing of mechanisms to systematically assess the achievement of results, organize field visits, participate in review meetings and evaluation missions and prepare regular inputs to status and progress reports. Contribute to analysis of basic factors affecting the achievement of results, recommend corrective actions and follows up on recommendations.
- Assist and contribute to the planning, implementation and reporting on UNFPA activities/results in UN Sustainable Development Cooperation Framework Results, Thematic and Support groups. The Programme Associate can also expect to support and backstop M&E staff in the UN Monitoring, Evaluation and Data Support group.
- Support advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events.
- Organize the work of Assistants to ensure that recruitment, procurement and contracting of consultants and institutions, travel arrangements to all programme areas are duly and efficiently carried out according to UNFPA standards and procedures; Requisitions, purchase orders/vouchers and travel arrangements are processed in Quantum and according to UNFPA standards and procedures;
- Lead the team to assist the management in preparing for conferences, seminars, annual retreats, and any other programme related events.
Qualifications and Experience
Education: Completed secondary level education required. First level university degree in business administration, management, project administration is desirable.
Knowledge and Experience:
- Seven years of relevant experience in programme/ project management and finance functions.
- Proficiency in current office software applications and corporate IT systems.
Languages: Fluency in English, Uzbek and Russian languages.
